I used to get similar lines when Using MSN...what refresh rate is your monitor running at..

Right click on the desktop

Properties

Settings

bottom right advanced

click on the monitor tab

i was looking for the opera one
suppose to be  there ------->  "C:\Program Files\Opera\styles\user.css"
but there is no file there named that

Check if you are using smooth scrolling or not. If you are, turn it off - your gfx card might be freaking out about it. I don't have this problem, so I'm going to assume that a) It's your gfx card, b) it's your preferences or c) it's your missing style sheet.
Get workin

it only does it on gmail, (which i use alot)

i don't know if this helps but when i switch to basic HTML mode it rids it of the problem (but looks so ugly and annoys me more lol)

Then that points to a style sheet problem.....  have you tried using Firefox? see if you get the same
