I found this during my morning news fix. Apparently a midget in South America is "terrifying" the streets of a small town. There's a short video showing the pointy hat wearing perp walking awkwardly through the streets, the video was shot a by a group of now frightened teenagers. I found the video more comical than scary but you be the judge.
