I think it works for Dominicans and Haitians too.  I'm not too sure either...

If its a Cuban only or even Hispanola only policy, that's a pretty ridiculous double standard.

Well, I know it's a humanitarian issue. Sending dehydrated and near death Cuban families back across the open sea is a certain death sentence. If we were on better terms with Cuba we would probably have a "Return to Shipper" plan in place.
