I've followed all the directions on this site and the ogg file still doesn't play while I'm in BFHQ.

I converted my new file from a wav into a ogg.
Here is the diagnostic:

Original Menu Music

Code:

C:/Program Files/Vorbis/menu_music.ogg

New logical stream, <#1, serial: 00005a99>: type vorbis

My Converted Menu Music

Code:

Vender: Xiph.Org libVorbis I 20050304
Channels: 2
Rate: 44100

Nominal bitrate: 112.000000 kb/s

Lower bitrate not set
Vorbis stream 1:

Logical stream 1 ended
The Nominal bitrate is off by .001 but the serial code is the exact same.
I don't know why the Nominal bitrate is off by .001 but that's what I got when I encrypted the wav into an ogg.  Perhaps this may be the problem but I don't know nor how to fix it.

If anyone has done this before and has gotten it to work.  I could use some advice...
