I have just under a minute of video in Sony Vegas, but it only saves 28 seconds of it, no matter what format.

WTF?!?!?!!

I've tried using different codecs, formats, templates, why won't it work. I've never had this problem before. wtf.

Any help please?

Make sure you have the loop section set to the whole project.
