If there isn't a candidate that fits your minimum interest, then no, you shouldn't vote. If you haven't done an "honest" study of candidates or ballot measures, then you should not vote for those items. In other words, your civic duty should be to study "honestly" the things you are being asked to vote on..that's much more important than the votes you cast, imho.
For example, if it was Hillary vs. McCain for president, I could not give my vote to either...it would be irresponsible as far as I'm concerned...as irresponsible as NOT studying them both equally and comparing.
Regarding the OP question, I am a voter.
I admit - I don't vote in school board elections out here, because I did not attend K-12 schools in Monroe county, much less in the district I currently live in. I don't pay property tax, I don't have kids, and I don't really pay attention to the state of education in area, so I don't vote in those elections. I have voted in every national and state election since I was eligible, but local elections are a little more complicated. My legal residence was not where I went to school for 3 years, so I missed many of those smaller local elections. However, since I wasn't 'living' there, my votes would not have been informed.
In short, you are 100% correct.
