When he starts it up the game completely stutters and lags the, the mouse movement is slow and bulky and it does the same thing when he's in game. All other games like css and hl2 work fine its just tf2 thats doing this. Any idea's?
What video card does he have, TF2 is more graphically demanding than css and hl2 so his card might not be enough

Have you done all the usual shiz? (Closing processes etc.)
It's a 7600Gs so its more than enough and closing process's dont work.
