That means that your eyes have trouble focusing. Go to your local ophthalmologist and get an eye examination. You probably need glasses.
It means your mom was right, your face is going to freeze that way.

I think it's because if you pull your eye lids across your eye balls that way, the lacrimal fluid gets effectively wiped off, only to flow back slowly or faster by blinking.
The refractive index tear <-> air and cornea <-> air is different.

The ophthalmologist is the medical doctor, the optician is merely the guy that is customizing the glasses or contact lenses.
You don't need medical training for the latter (or only very small parts).
