Servers that run the PAM mod have no airstrikes/choppers, but also no UAV, limited weapons, VERY limited perks etc, so most people will probs hate it. But if you want I can give you a list of good public PAM server ips.

I don't think you can turn off airstrikes, but there are ways of tweaking the helicopter. You can say how long it stays, how effective it is, etc. I just don't know the exact settings.
The 101st clan server has helis disabled, or rather, as soon as the heli comes, it turns right around and leaves.

I remember playing on some servers where the airstrike comes but never kills anyone, and the heli can be shot down with one (count 'em) bullet.
I kind of changed my mind. I think airstrikes are ok, but the helo has to go.
Gaming-SA runs a "Realistic Hardcore" server with no choppers. They just turn around when called in. But, I'm sure you weren't looking for an Aussie server
