well it is, but not easy,
let me elaborate.

A lawnmower uses vertical drive, IE the drive shaft comes out the motor vertically to the blade.
If you try and attach a propeller directly to that, you're gonna get a hover boat of sorta(that doesn't actually hover)

So what you need is a Horz drive engine, a good example is a Chainsaw, just mount the engine, put a cog on the shaft, run a chain down to your propeller and another cog on the propeller axle, that's the easiest possible way.

If you really wanna use the existing lawn mower engine, you're gonna have to find an adapter that can convert the vertical drive to horizontal, no, you can't just turn the engine around, the way the carbeurator's built, it'll make gas flow out and explode if you try.

Note: I am 14 years old, don't know much about engineering or anything related to that, but a while back I wanted to build a Gokart with an old 6HP lawnmower I had access to, and this is what searching online brought me too, your best bet for info on engines for this type of thing would be GoKart building sites.

You'll need to build a propeller, replace the mower head with a drive belt, and connect the belt to the propeller.

It shouldn't be too difficult, but you can't submerge the engine, you'll have to find a way to lower the propeller far enough so that it reaches the water.

edit: lawnmower engines don't work sideways, you'll need a way to turn the torque 90 degrees
