More specifically, how do I tune a guitar to Drop D? I know you mess around with the low E string, but do I tune it higher or tune it lower? I've got an electronic tuner so that helps.

I believe you tune it lower. Thus the "drop" D. I'm not entirely sure, however since I generally stick to regular tuning.

I think you "drop" a few strings, but it definately involves the low E.

if you want it so the strings are eBGDAD (high to low) heres how to tune the guitar with your ear. (not literally)
                                                    *  * < finger pluck them strings
finger pluck E and D at the same time (use thumb and index finger)
You should notice they make a wavering sound like wawawawawa (not the best description)
Tune the E string down while plucking these two strings until you cant hear the wavering sound.
That means you have drop D
To test it bar your index finger against the 2nd fret and the DAD (222) strings, it should sound exactly like the E chord. (022)

If you have a standard Tuner hold down the 2nd fret on the E string
Down tune untill it comes up as E
D is 1 step lower then E, each fret is 1/2 steps.

Good Idea although I find it much easier to pluck the low e and the d.  Then just tune the low e down the two steps until it matches the d.  Badda bing badda bow.
