Assholes are everywhere.  I can answer for my area -- no, we don't have roving bands of kids beating people up.

In my particular area, gang and gang related activity are almost nil.
But I'm in a town in the mountains of Tennessee, in a town of about 30,000 people, so consider that as well.

There are no Chavs really here.  We have delinquent punks, but nothing like the Chav scurge you guys have.  As for gangs, kids in gangs only commit gang related crimes, turf wars, petty theft, and don't really get involved in ridiculous, Worth nothing crimes.

I have been reading about the crimes Chavs commit, and it is really bizzare to me.  I remember when I was younger, late 80's early 90's, you you acted like a punk you got handled by the public, as long as it was within reason, they didn't get in trouble.

Now, you lay a finger on a kid, you are fucked.  That is the reasons Chavs exist,  they can act like they want, until the cops CATCH them doing something red handed.  Before, if some kid fucked up, an adult would thump him.  Not anymore.

The problem is, the public have been mollycoddled into believeing if they stand up to these wankers they are gonna be stucking their food out of a straw for the rest of their lives. I'm sure most of this pandemic is just media hype.

I've experienced chav-related violence; been chased almost beaten up etc, with friends and alone but things like that have been going on since the dawn of civilisation. My dad talks about the shit the people he knew used to do on a friday night when they were younger, and let me tell you it wasn't playing tiddlywinks.

Also a factor I think, is that these idiots get drunk on the streets and thenwith little or no inhibitions, procede to hunt for a victim.

@Avman,  Yeah, for the most part, kids in the states, at thier standard worst are just bastard little vandalists and for-the-lulz lawn ornament thieves.

I think another problem is, adults just aren't intimidating anymore.  Yuppie metrosexual men, don't scare me.

Now I'm no badass, I don't like to fight, and never do.  But I wouldn't allow some chav losers mess with me.  Granted, against a large group, i'd be in trouble.  But I am a big guy. 260 pounds, 6' 5" covered in tattoos and multiple surgery scars, I am not very friendly looking. 

My point is though, I could see it almost tempting to mess with dorky looking weak adults, it gives a cetain feeling of power to a kid, to intimidate and take down adults.

It deffinetly matters where you live, lots of places here in New York are fine, But if you get down in New York city you dont wanna wander the night streets alone.

Also, lots of gang concentration in California. Compton, Long beach, ect ect.

Most of the gangs are concentrated in the big cities, and in the poor areas. Northwest DC is a very different beast from Southeast DC...
