Oh lord, you are correct! It's a GOOD thing that using a 3rd party program to give you an edge over another play isn't against the RoE. Because the RoE clearly states that the external program must:

change game settings

If it was to say:

Players may not use third party programs for the purposes of giving themselves an unfair advantage over other players

Then macros would be against the RoE.

What you are failing to see is that the third party program must change game settings, macros do not change game settings.
