I frankly have never heard of these chav-type cases happening in DC. A bunch of teens killing a man just because they wanted to? There have been some pretty heinous crimes (e.g. in Balitmore, a bunch of people on a bus beat up this woman because she sat in "Their area." Obviously they didn't get charged with hate crimes because only whites can do hate crimes but that's another argument for another topic) but nothing like, say, those chavs who beat a man to death because he told them to get lost. Or those chavs who stoned a man to death for no reason.
Luckily, my town only has "wannabe gangsters" who would instantly be destroyed upon encountering a real gang.

My city has 200,000 people and has "reported gang activity." Doesn't mean they are right. It was this big story in the local paper. I read it and was laughing at how ridiculous it was. They got into contact with two "gangsters": one who claimed to be a crip and the other a blood. You know what they had a picture of the two doing? The C-walk together. Not only would a real crip and blood never be seen together let alone hang out, the blood would not tolerate the rival gangs dance and would definitely not join in. What people try to pass off as "gangster" is ridiculous.

I live on the outskirts of Vancouver (not Canada) and the school I go to is about 98% white. The only close things we have to, "gangstas," are the kids who drive their moms mini-van to school (seriously). But about 5 minutes away from us in another district there are hardly and white kids, and about last year a school had to be shut down due to a large fight between a gang of black and latin students. Our school is pretty small town though. Hardly any problems except the occasional fight.

I don't want to get into an argument about the benefits of having legalized guns or not. I was just pointing out that chavs often gang up on one susceptible person, who numerical inferiority inhibits any fighting capability they may have. Having a gun in this situation would remove the numerical advantage of the chavs. Since chavs are pathetic cowards (amirite?), they might be less inclined to attack people.
This would of course, have to be coupled with an extremely stringent system for allowing guns.
