It's very easy to use.
"You can open World Builder through your start menu. If you are running C&C Generals, default shortcut for World Builder can be found in this menu: Start > Programs > EA Games > Command and Conquer Generals > World Builder. If you have the Zero Hour expansion installed, you can launch World Builder by clicking the shortcut found at: Start > Programs > EA Games > Command and Conquer Generals Zero Hour > World Builder."

Erm. I don't think so. I think everyone is happy enough with the World Builder that they don't need anything else.
