But he said that he wants to focus on Iraq (at least, that's what I heard on the radio last night) - which will mean that his success in Iraq won't really be duplicated elsewhere

Depends on how you interpret "focus". I don't know that necessarily means neglecting Afghanistan. What I am sure of is that he is not a policy maker. He has the job of clean up.
