Im at school right now, helping repair a computer in the lab. It has been sitting there for about a year, unfixed, and I pry it open. The problem is:

--Computer makes beeping noises as it tries to boot in this Sequence: Long beep (pause) Short beep (3x) (pause) Long beep (2x) (stops).

The RAM (DDR 400, 2x-256mb) seems to work fine, video, audio, and hard drives are installed correctly, and nothing (except the massive dust collection ) is out of the ordinary. I'm thinking it's the Power Supply---while the other system devices run fine, the computer just won't boot to Setup screen.

What do the beeps mean? Or is it the motherboard *shudders*...

You will need to Google that mobos name so you know what those beeps mean. The beeping sounds usually differ from mobo brand.

What bios does it have? Try reseating the memory
If you know what bios it has check here http://www.bioscentral.com/beepcodes/amibeep.htm (on the right side, BIOS Beep Codes:=

Memory works fine. Tried it on other computers but no change in the broken one

As for bios version, the school computers are locked down harder than Osama bin Laden's birth records. The school maintains such a strict policy on bios that I can't get into it. I've (tbh) tried every way to get (or hack ) into the other computers to search for bios info, but noting comes up. I'd have to jump hurdles to get the info. But from what the lab teacher tells me, it was totally working fine before, and suddenly the thing wouldn't boot.

Edit: I'm gonna go to Administration and try to ask for the info. Don't know if they'll except. Any other options?

Long, short short short, long usually means video card.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

If you at least know the brand of the motherboard, I'm sure you can look up the beep codes.  I doubt the codes vary too much from model to model of the same manufacturer.
