Im pretty sure there isnt a law that says you cant use it for something other than its intended purpose. Therefore buy a generic candler that has no medical bullshit and use it the way you need, it will be legal. More likly fluid in your ear then if your getting pain, I get that every so often, uded to get a ton of ear infections when I was younger. With fluid, generally thats due to an illness or whatnot, and a doctor will give you antiboitics, atleast thats what happened with me, now I dont bother as it generally goes away in a few days. I use 2 put candy Nerds in my ear when I was really little and the doctor had to flush them out.
If it's a slight ear infection, I have a cure for you but you would have to spend about $15 bucks and you would actually have to go out and get them and use it instead of complaining about and doing nothing.

Do what ATG said to do. I had this once when I was much younger. I went to the ear doctor and he scooped out a wad of hardened ear wax from my ear with a long skinny spoon like tool. It was awesome.
