Do people actually sell these adapters i have heard about them but i have never seen any in shops, anyone in Australia know who sells them. I want to buy one so i can play gta iv on pc with the controller if R* ever decides to make it.

Well they do make them, I have one. The only thing I didn't like about it was no pressure sensitive buttons. Since I use it mostly for racing games I bothered me and I just went and bought a 360 controller and I like it alot more.
There's no denying it, the 360 Controller is the best gamepad ever made.
Now if only there were some decent drivers for it...
edit: but on topic, A friend of mine has 2 usb/ps2 adapters for controllers. I dunno where he got them.

Well i didn't know that the 360 controllers worked on pc ill probaly just buy one of those instead.

Of course they make these adapters. I use them all the time because our new Dell servers have only USB ports, but my KVM switches are older PS2 models. This is the one we use.
