Let we just put together an awesome machine with an EVGA/XFX 780i motherboard + fast 800+mhz DDR2 RAM and it will still be top of the line. If we'd go for an 790i + some good DDR3 ram the prices would go up to much for this system.
Killer wants an top of the line machine with monitor etc all in. And I think that an 780i motherboard + 9800GTX SLI + 4 gbsuperfast low timing A-brand memory + Q9450 + thoughpower/OCZ PSU + everything else including is the way to go.
$3000 is allot of money for an machine, and it's enough to put together an awesome machine that will last 5 years. DDR3 etc is overdone unless the budget is $5000.
Why 800MHz RAM? You can get some nice 1GHz OCZ Reaper stuff fairly cheap and that's very nice.
As for PSU, I'd really go for the Galaxy 850W.
Also, I thought he didn't want a screen...

In which case I'd go for a 24", because pixels on 22" screens are too big. He should try not to get a dirty TN panel, and should look for a VA based display (IPS being very wrong for gaming).
