So yea I lost my ISP a few days ago and decided to borrow my neighbors wireless. I'm using an old 802.11b USB adapter and get about 40% signal strength from across the street. I just want to know if I can increase the signal strength at all on my end because they don't know i'm using it.

Honestly, you're lucky you get 40 percent when you are using .11b. If you can get a hold of an 11g or n, you will see a better signal. But, alas, that cost money and from your statement, you don't want to put in more money, especially since you are stealing the signal. Btw, they have sucky protection if you are able to steal a signal.

Umm I think you can right click on your wireless networks in the system tray. Then click advanced settings, and then configure your router, to get optimum range, etc.

Yea I know its not the right thing to do but for right now its all I got. I can buy a new adapter in a month or so but i'm moving to a new place in 3 months so thats when i'm going to be using an my own ISP. BTW I had Comcast but they were charging me and arm and a leg.

Is Verizon FiOS available in your area? If it is, go with that. Comcast is Craptastic.

Did a search on wireless usb adapters and they aren't as expensive as they used to be. .

Yea I have a total of 11 wireless networks in my neighborhood and 6 or secure and 5 are not. The strongest single get is the house directly next door 10ft away. Its a 98% single strength. But of course its secure. But, i'm happy with what I got now it will do.
