The violence erupted shortly after Hezbollah leader Hassan Nasrallah said the government's attempts to halt Hezbollah's use of a telecommunications system amounts to "a declaration of open war."

"We believe the war has started and we believe that we have the right to defend ourselves," Nasrallah said in a televised speech. "We will cut the hand that will reach out to the weapons of the resistance no matter if it comes from the inside or the outside."

At the same time, Nasrallah called for dialogue, saying, "We are ready, whoever wants a compromise, we are here and ready."

"Those who have taken decisions leading to war, let them withdraw their decisions and there would be no war," he said.

"Am I declaring war? Not at all. I am declaring oppression and self-defense."

Lebanese parliamentary majority leader Saad Hariri on Thursday blamed Hezbollah's leader for "starting a new round of horror," and called on the army to intervene.

"Beirut is under siege -- its airport, downtown, center, the roads leading to the city are all under siege," said Hariri, the son of the late former Lebanese Prime Minister Rafik Hariri.

Lebanese Communications Minister Marwan Hamadi said Nasrallah's speech "is a direct threat of assassinating us."

"We are not scared of the threat," Hamadi told al-Arabiya. " 'Cutting off the hands' is a direct threat of assassination.

"He says it is a new phase; we say it is a new phase, too. We are determined to keep what is left of the Lebanese government."
I don't like this one bit. If Hezbollah succeeds in throwing out the government (which is what it seems like they're trying to do), what's stopping them from launching war on Israel (and possibly getting us dragged into it as well)?

Hezbollah said they wanted to talk, the US/Israel rejected talks. How is the failure of talks either Carter or Hezbollah's fault? I guess you could blame Carter for not being able to persuade Israel/US into engaging in any talks. Whatever you may think of Hezbollah, the failure of talks is not their fault.

As far as not dealing with states that sponsor terrorism goes, it's an unfathomably hypocritical. The US commits terrorism, funds terrorism and supports states that carry out terrorism. The US policy is in reality (like most nations with a similar policy), they don't deal with state sponsors of terrorism that they don't approve of.

Lebanon has had no President since last November. Big vacuum there. Big problems. No easy resolution.
Lebanese "Govt" is doing what it can but with no official head of state to declare what the country is going to do you have the leader of Hezbollah trying to make a move. You all know who he's backed by, right?

It was actually Hamas. And they put conditions on the discussions. So one must ask just how much they really wanted to talk or how much they wanted to appear to want to talk.

Wow, some of you guys seem to be happy coz of Carter failing at achieving anything in the ME.  Yet, he's at least trying to do something while we are sitting in front of our PC's writing in a video games forum, lol.

I guess if your idea of achievement is dealing with terrorists, but I think sitting in front of a PC in a video game forum is much less damaging to achieving peace than empowering terrorist groups by legitimizing them.

Let me explain a little something about failing. Whenever you set out to achieve a goal and it is not accomplished it is called a failure. You know what else is unfathomable? A former United States president pandering to a group of murders who have called openly for attacks on Americans and the destruction of our allies. I'm ok with talking with to reasonable people. But Clinton tried for nearly a Decade to work with Arafat only to achieve more bloodshed under the pretentious guise of diplomacy.
