The way I look at it is that GTA IV prevents violence. People will release their criminal intents and anger in GTA IV, which makes people not commit them in real life.

I agree, sort of. Bunch of wanna be gangsters are playing it and feeling badass every moment. Then they'll come back to their senses, realize they're not, and be sad.
