They are a bunch of proud, spiteful dictators with different values from our own.
They want to maintain power over the people. Accepting the foreign aid and alleviating the problems plaguing the people isn't conducive to this.

I'll put it this way... If we weren't stuck in Iraq, I have a feeling Bush wouldn't have to lobby the U.N. very hard for a unified intervention in Myanmar right now.
