Steam CPU Overusage

it's using up around ~50% of my CPU cycles, even when i'm not playing a game. and when i am playing a game, i get 8 FPS. great.

oh, and guess what? no one seems to know how to solve this problem.

Thats why I don't like Steam. Installed it once and it took half of my resources on my old PC.

Have you tried backing up your game files through steam, then uninstall/reinstall steam?

no, and really dont want to resort to that cause that's a pain in the ass. but i guess i'll just have to...

It used to do that to me, restarted steam, and has worked fine since that.

i reinstalled, all is good, but my backup went to the default folder. guess where it was located? IN THE FUCKING STEAM PROGRAM FILES FOLDER! so it got deleted when i uninstalled steam
