If you did you'd know that over the recent years, a plethora of incidents where British people have been forced to not show anything patriotic, be it a flag, a scarf with the flag on it etc. This was due to "It might offend ethnic minorities, such as muslims".

On my estate it is prohibited to put up satellite dishes, aerials or any other such appendages. Property management companies have rules that those buying or renting are made well aware of before they move in. He should hang the flag in his front windows in protest.
