I need a program to compress files as much as possible.  I have a 25GB folder I want to compress, as small as possible.  WinRar and 7-Zip isn't cutting it.

Please, give me something to compress the oblivion out of these files.

uharc is probably the best you can get, last time I used it it was command line only though, I;m sure they'll have added a GUI by now.
