It keeps doing this on startup

Just Built it, and I'm sure there is a simple reason why it ain't working.

What should I try?

Specs:

Asus Rampage Formula X48
Intel Core 2 Quad Q9450  At Stock
4GB OCZ Reaper PC8500
Coolermaster 750W Real Power PSU
ATi HD3870X2

Sounds like a weak PSU, or incompatible CPU.

The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

atm im using a Dell XPs

P4 @ 3.2 GHz

4GB of PC6400 RAM

Geforce 6800

Should I try Diff ram?

I don't know if it will help, but it's worth a shot.
From that vid it looks like the fan powers up and then dies, rite?
If so, it may be mobo or PSU, is what I'm thinking...

There isn't really a way to test which right?

And My wall socket should be able to handle it.
I'm going to try another socket.

Is the computer trying to post at All?  Can you get into bios?

Try booting by removing a PCI/PCI-E card every time, is something I would try next.
If that doesn't help, then you know it's either the PSU, the mobo, or the CPU. How you're going to find out which one of those three is the problem, I have no clue.

Also, try booting with one stick of RAM, and switch it on different modules.

Try sticking the Dell P4 in it, and see if it works. If you're running 800MHz RAM in it, the P4 is a S775, and will fit.

^ F7P - most DELL systems have it so that their CPUs pretty much cannot be removed due to their unusual heatsink. That could be difficult.

I've slaughtered/modified many Dell 775s for people... Most trouble I've had was because of the heatsink being attached with four screws to the back of the case.

I can't tell from the picture, but do you have the Aux power connector, on the mobo, attached to the PSU?

Mine did that too, when I reapplied paste.  Make sure you have enough/not too much CPU paste.
