It seems (from all the dragging etc) that you are in like.. year 8. I haven't been dragged around since then. Last girl I asked out (CN-117 still same girl ) was about 2 years ago. How it happened was that I met her, got her msn and talked to her for about a week before I felt something. Then I let her know that I liked her, but didn't ask her out, kept her wanting. About a month later at a party while we were on the couch I just casually asked her out. Ofcourse I knew what her answer would be.
What your problem was, was that she was surrounded by all her friends. She seems shy and embarrassed. Get her alone, talk to her for a while and then leave. Get on really close terms with her hen ask her out, almost guaranteed yes.
