I have SF but dont play it much, will the lack of badges in special forces effect my First Sergent promotion??? And does the spec ops basic badge get replaced with vetran badge because mines gone???

There are only promotion requirements concerning the basic game as long as we talk about badges.
--> your SF points count obviously, but you don't need to have the SF badges for promotion <--
Of course your basic badges are expected to be replaced by the BETTER veteran badges and later on by the experts. Nevertheless you can see when you got them by pointing the cursor on the badge on your stats site.
