First up: I know nothing of networks.
Second, this is a deliberate attempt to restrict the bandwidth of a certain PC on my network. A PC that I cannot physically cannot gain access to.

To cut a story shot, Im currently pinging on BF2 servers that up until ~2 weeks ago was 50-80 (Gotland in Sweden), and now my ping is anything between 150-350, any time of day/night, every day of the week. And it has not stopped.

Ive just run a few quick tests, and Ive identified the source: my brothers PC. His wireless USB card packed up the other month so hes currently plugged into the router via a cable. So I just disconnected the cable, and my ping on that server dropped from 280 to 70 in an instant. He plugged his cable back in...ping shot up to 280.
Now, he claims to be playing WoW and talking on Vent. I dont believe him: theres no sound coming from his room, and its not as if hes doing anything different from the past 2 years that hes been playing that game, except for sending my ping through the roof.
So what gives? Downloading? Some higher use of bandwidth associated with that shit game?

Ive just tried pinging some UK local servers via the Ping command in DOS, even a server just 12 miles up the road and its pinging between 80-180.

Quite frankly, im sick of this shit. I actually pay for the full internet access, and he gets access because of the powers that be, yet he gets to rape my bandwidth.

So, my question is, can I actually restrict his bandwidth usage, and how can I do it?

Your router may support QoS (Quality of Service), which can prioritise different computers. Just log into the router and have a browse around.

If your router doesn't support QoS, then your options are (AFAIK)...
  • Get a router that does do QoS - £££
  • Install software on all PC's that limit bandwidth- Sounds like you can't do it, but will probably the "easiest"/ cheapest option
  • Setup another computer as the default gateway. Your network will then look something like (All the PC's) -> PC as default gateway -> router -> outside world

Although this particular product can also be installed on client machines instead which is the "access unaccessible pc and install software" option

That's the problem. I cannot access his PC at any time due to a password, and such is the addiction of WoW, its not as if he ever leaves his room as it is.
Ill check out the QOS bit. Been such a long time since I looked at any of that stuff that I gota find the instructions telling me how to access it!

Well, last ditch effort is to stop paying, make him realize how import you are for the internet, and hopefully he'll stop, or at least let you install "network optimization software ".

Of course the problem with this is loss of internet...

Maybe try talking with 'the powers that be' (parents, I'm assuming?) and start charging him a usage fee... based on his bandwidth.
