A friend of mine is looking into getting a new computer and is bugging the shit out of me.

His budget is around $700, and I cba to look all over the internets for a decent one...

Any help would be very much appreciated.

That's just the most stupid price point for prebuilt machines. You won't get any more than just about decent GPU. As for self-built, you'd get a killer system.

Does he need all peripherals + monitor too?

Build an equivelant yourself and you can probably replace the 8600 with a 4870
