I had always known that I lived in an expensive area (North/Central California), but this graph opened my eyes as to how much more expensive. This doesn't even give an actual price for the west coast because it is so damn volatile and unstable. So if you want to complain about gas prices, take some perspective.

And if you live in the midwest, just stfu. You have it good.
That is what happens whehn the local government where you are requires a 'special' blend (usually for emission control).  Since the refinery has to reset the gasoline mixture, has to package it seperately, and get it shipped to the requesting jurisdiction, it tends to cost more.  And that does not even bring local taxes into it.
