If I'm not mistaken, that is the glass dome of the Flemish parliament - gimme a couple of minutes to look up the address of the parliament building to confirm...
EDIT: Address confirmed. It is indeed the glass dome of the Flemish parliament, constructed over the courtyard of an old postal office (at least that's what I think the building used to serve as).
And, as you can see, it comes fully equipped with the latest in spy satellite countermeasure technology.

Hehe, I recognized it instantly. As modest says it's the Flemish parliament. Very distinctive building.
