No. There's a ban for cigarettes ads in Europe f.i. when the F1 takes place in Europe, you'll see there's no cigarettes ads on the cars, ridiculous. In fact, that's more publicity.
It is up to the parents to teach right and wrong, it is up to the people/kids to make sound decisions based on how they were raised, if the people decide to smoke, as long as they are kept away from people who do not and do not force non-smokers to smoke with them. I say let them inhale loooooonnnnnnnnnggggggggg and deep, and let the tobacco companies fleece them and the high tax dollars keep rolling in.
