Supreme Commander & the expansion for it Forged Alliance. You can find the 2 bundled together for under $50. Simply the best RTS since TA which was the old King.

WiC is more of a "real time tactics," all you do is order the troops. Your "resources" (reinforcement points) are replenished automatically as the battle progresses.
Good "real time strategy" games include WC3 and CoH but I've never really been a big fan of RTS so I can't say much. However I do enjoy the Advance Wars series on GBA/DS. That's turn-based strategy.
