Or, if you are a renter, get some water balloons and pelt them off.
renting out one of the houses my mom owns. she hired them. they did a great job on the neighbors place. she had a ton of estimates from reputable places. Home depot was going to charge 20,000 plus. some italian dude 14k, not including materials. these guys are charging much less.

The first two quotes are likely from guys with GL policies, auto insurance and workers comp. They probably even woulda pulled a permit.
But no, people keep hiring illegal alien run businesses where the owners don't have a drivers license let alone a contractor or a business license, and then say the legit contractors shouldn't have boughten houses they can't afford.

Look at it this way; Juan falls off and gets hurt. Your mother will be liable for the medical bills and punative damages that will surely come because she did not insist the company have a workers comp policy.
My wets all had payroll taxes withheld. The government issued them a ITIN number so that they could get their tax returns.

edit: Which ATG said. If the workers your mom has doing the roof right now don't have a contractors lic# which is req. by law in CA, then she is liable for anything that happens to one of them.
