You can't dictate to every player that he needs to join a squad. Nor can you accurately process 5 minutes in-game, being an admin or not, it will be abused by some admins as an easy excuse to kick someone they are getting owned by, I've seen it happen hundreds of times.
If you dislike spawn camping of the uncap when they don't have all flags - spawn at the flag that isn't capped ^_^.
i dislike spawn campers, because you can see thats the only way they can do kills, the cheap easy way, even that they only do 2-3 kills before getting spotted and killed, they keep on doing that even that their team is getting raped elsewhere.
i remember once i was in the HBD Ghost town server (before the envious wussies banned me 4 life), that i was commanding and a full squad came to my uncap to spawn rape, they killed me once, i spawned back as sniper, 2 clays, 2 nades, and the full squad was gone ------> SBennet kicked TEAM KILLING........yeah !!!
