any explosion that is... sizable will have the same characteristic look.  The 'mushroom' cloud is formed by the pressure changes.  In an explosion, there is a pressure wave moving out from the site of the explosion very quickly.  Since the explosion wants to form a globe, if it is near the ground, the wave is stronger along the ground.  The pressure wave decreases the air pressure along its path as it presses along.  Eventually, it reaches equalibrium (it wears out), and the air pressure moves back in, to return the pressures to normal.  As the pressure moves back in, it presses together tighter and tighter until it closes together over the site of the explosion, then any excess (along with smoke, dust and debris) spills up (remember the wave is stronger along the ground.  That is the stem of the mushroom. they confirmed it was a propane depot, who in the right mind put a fucking propane facilities around a very populated area.

Isn't more that the factories and plant cause people to populate the area around it so they can be close to work?

An explosion at a propane depot in North Toronto heard as far as 7 kilometers (4.4 miles) away has forced the evacuation of an area a mile around the site of the accident, the Canadian Broadcasting Corp. reported. At least two people have been injured as the explosion blew out windows of homes nearby and sent plumes of smoke hundreds of meters into the air, the CBC reported, citing local police.
