When I press the power button at the front of my PC it sounds for a 1/10 sec. like at least one fan is spinning, then there is silence for app. 4 sec. and it starts normally after that.
Is that normal behaviour for an Enermax PSU?

"If its sounds like its restarting then yes. Enermax PSU have so many safety mechansm that everything they do is for safety. It also runs another 10 seconds after you shut down your PC so the fans are still spinning and cooling all the components properly.

Often happens with many different PSUs. If I just plug in my HX520, it turns on for a sec, and then off again, only to turn on again after a couple of seconds. If I wait before turning it on, it spins right up.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

So that's a PSU thing. Righto.

My comp does that occasionaly but i was never quite sure why, now i know it's my HX620.

Yes, it's designed to make sure nothing is faulty iirc.

in laymans terms: it's normal.
