I believe it was initially because of ideology based on current war. They believe it would be:
1. Devastating to males to see females killed/mamed/dismembered
2. Some males would take unessasry risks to protect/save females at the cost of themselves and others
3. They "typically" lack the strength and endurance to carry full combat loads...
When I was in the Marines at one of my duty stations, my company was on barracks duty (b-billet) so they chose to infuse three females into our company. Technically they are not allowed into infantry units, but they can do barracks duty. There was one for each platoon. When we would train in the field, only one of them could pull their own weight yet she was a walking disaster when it came to skills and being worth a damn. One ended up marrying another marine who went to another duty station and all she cared about was getting to where he was. The last was repeatedly trying to sleep with other marines, happened twice that I knew of and by her own admission. I believe this disrupted the harmony in my unit and all three would have been a liability in the field. I do believe however that there are women whom could do the infantry job well both physically and mentally but those I knew in the military did not want to be infantry...
