Not quite a "troop withdrawal from Iraq" by that timeframe:

Besides spelling out that U.S. troops would move out of Iraqi cities by next summer, the Iraqi government has pushed for a specific date, most likely the end of 2011, by which all U.S. forces would leave the country. In the meantime, the U.S. troops would be positioned on bases in other parts of the country to make them less visible while positioned to help Iraqi forces as needed.
About what was expected in phasing the support out. Pull the combat troops out of the major urban areas to bases outside the cities. Help where needed, focus on training.

It could have been a success five years ago if there had been a bit of forward planning.
Still, better late than never.

I take it you believe they will agree to a withdrawal timetable then. Also I would have thought that sovereignty is non-negotiable. Is the reality of the situation that the US want to stay there so that they have a convenient launchpad for Iran or is it because they have the Iraqis best interests at heart? It gets confusing when all you hear is positive 'mission accomplished' type stories out of Iraq on the one hand followed by 'we must remain in Iraq to see this mission through' and 'no withdrawal' type stories on the other. Will somebody please make up their mind?
No, I'm going to wait to judge until its determined.  If they've delay too long, then I'll complain.

Am I confused?  Sure.  The US is negotiating with the Iraqis about a withdrawal...and apparently that's BAD news?
Okay.  One year till withdrawal.  I think that's too long.  Put them on a ship already.
