Does a high resolution absolutely cane your graphics card?

Will an Ati 3450 be able to run Generals, CS:S and CnC3 at this resolution 1440 x 900?

That’s not to say you can’t enjoy games on these cards though and, with the help of AMD’s Hybrid CrossFire technology, you can enjoy pretty new games like Call of Duty 4 and Crysis at respectable settings and resolutions. We’ll talk about that in a little while though, as we’re getting ahead of ourselves here.
I wouldn't call 1440 x 900 a respectable setting so I believe you would be able to play it at normal FPS.

That card is about as powerful as the Mobile X1600 in my laptop, whichb also has 1440x900 screen res. It'll do what you want it to do, at ok speeds, but don't expect any super results either. BF2 on medium with AA-powerful kinda card.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

1440x900 has fewer total pixels then 1280x1024, if it's any actual indication, so I'd guess you'd see an average FPS of 30. Then again, this is episode 2. CS:S is a bit easier on the system, but the bottom line is that it will barely play it. It will, and you could 'live with it' but I think it would be a waste of money to buy something that can barely take the source engine.

I don't know how the other few games will work with the card, though I'd try to aim for something a bit higher in the 3000 series if you can.

CS:S uses way less resources than BF2, on the graphics side, and CS:S really hasn't had a lot of graphics updates since the era of HL2. Hell, it'll even run on DX8.1 cards.

CS:S will run just fine, maybe not maxed out, but not on all low, either. C&C3, though, could be pushing the limits a bit.
