I don't think presidential candidates (or who wins) has any bearing on it. Neither of them wants to keep combat troops there forever. And I don't think that if Obama won the election he would be stupid enough to just pull troops precipitously for some quick popularity gain, either. I'd hope he would listen to the experts (Petraeus?) and honor whatever is agreed to with Maliki.
