OEM..................if your computer is a dell then your operating system is an OEM, meaning that your motherboard is the licence holder, not you. So you should be able to upgrade your computer but not the motherboard.

but it seems you cannot upgrade anything at all.

Update the BIOS using the old CPU.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

you mobo seems good and seems to be compatible with the CPU, im confused on why it wouldn't work.

as i mentioned it could be because of the OEM thing but im not sure

is the CPU seated properly???

make sure it is.

can you make a video of what happens when you put the CPU in and turn on the computer????

Also, you sure you've got everything plugged in? The 4-pin CPU cable is a fucker, I missed one last night.

Sounds like a BIOS issue.  Even if the board specs are compatible with the CPU, the BIOS must still have the micro code to recognize and support the CPU in question.

In my experience OEM computer makers aren't that hip on updating the BIOS to support newer processors, as they would rather have you buy a new computer rather than upgrade the existing one.

Looking around, I've found a possible problem: C2D is not compatable with the Dell E510, only the E520 and newer. If your computer is an E510 or under, it might not work at all. You could try flashing it with E520+ BIOS, though.

It runs from the PSU to a socket on the motherboard.  This socket is usually located very close to the CPU socket.

Only if Dell supplies the update.  If they don't offer a new BIOS with the updated micro-code to support the CPU, then your upgrade just went down the toilet.  Like I said, OEM computer makers aren't really keen on updating the BIOS to support new processor cores.  They want you to buy a new system to get that.

Could be Dell itself. Not all Dell components are upgradable with generic or non-Dell products. if this is the case then you gonna have to buy a new motherboard, memory, case and power supply.
