In fact, our military is one giant socialist paradise. And that aspect is what costs far more than the military hardware (housing, salary, medical, etc).

And I'm not sure that the bulk of the money goes to R&D. In fact, personnel costs are (I believe) the largest portion of the annual defense budget, followed by operations and maintenance. R&D is typically multi-year, so the annual costs per program are lower than funding people and operations for any give fiscal year.
