That might be true, but it's not like there's no hope for NO. It can be cleaned up.
Chicago is as corrupt and criminal now as it was in 1880 (why don't we get a GTA? we got Batman!), and Louisiana has been a den for smugglers, pirates, and criminals since 1550, there's simply more money to be made in a crooked city than in a clean one, I doubt things will ever change

You wouldn't be able to walk in Times Square in the 70's. Koch, Giuliani and now even more-so Bloomberg cleaned NYC up. Nobody's saying NYC is perfect now, but it's about 300x better than it used to be. I can walk down the streets without having to worry.

All NO needs is a GOOD mayor to clean up the city (and I don't see Nagin doing so any time soon) and NO will be on it's feet.

I'm talking about the effect shutting down the port of Orleans would have on the entire southeast (Shipping). Fuel cost would rise dramatically across the entire country also.

90s tbh, and yes, i know that it is our major oil hub, but the money form it seems to bypass the city entirely

There is definitely culture there.. there is also definitely a high level of corruption. There is something like 200 cases of corruption since Katrina (Missing money from the flow of federal support) :S
