I agree with the State overstepped bounds option, but didn't vote.  Personally, after all Siplin went through, it was one of his few bills and I think the Republicans let him have it.  I really can't see it lasting past a lawsuit.

Bad and inefficient laws still clog up the courts; they waste everyone's time and they're ultimately a massive waste of money.

A British judge and law academic 'famously' said that- of course the "money" in his point was British taxpayer's money but it's still the same point.
