So here's the deal: I got this blue-ray image of 4.4GB (quality is still ) but my I have nothing to play it with except powerDVD 8. I want to watch this movie on my dvd player. So any of you guys know a good program to convert this?

You should be able to extract the ISO and then create a new one that'll be able to be burnt to a DVD (although I can't see why you should need to convert an ISO, you should just be able to burn it).

I don't know how Blu-Ray films are formatted, but I would assume it is significantly different. With Winrar you can extract the ISO contents, then you can open it with something else.

if the file is encoded in h.264 (like most blu-rays) you'll need to re-encode to mpeg2. Its probably faster to DL the movie again

I have no idea wtf that is... every blue-ray movie i've ever dealt with has been h.264 as max said. Not sure what you're trying to do is even possible.
In the folder "STREAM" was an videofile, I kopied it to a folder and put a .srt subtitle file in the same folder. Now I'm converting it with to DVD .
