I just noticed some of my friends are able to rank up without meeting their initial badge requirments. Is this a bug or is this a change made by EA?
Need more specific details ... what badges do your friends not have ... what are their BF2 names or links to their stats.

He is missing the Basic Knife Combat Badge, Basic Pistol Combat Badge, Basic Anti-tank Combat Badge, Basic Engineer Combat Badge that he should have gotten to achieve the Rank of Gunnery Sergeant at the 20,000 mark but he does not have them so how can he rank up?

It's a long time since I passed those ranks, but as far as I know...
When you get to 20k, you get promoted to either Master Sgt or First Sgt, depending on whether you earned the badges beforehand...if not, you get Master Sgt and keep earning points. You don't need the badges to keep ranking up at this stage.
Same at 50k, you get either Master Gunnery Sgt or Sgt Major, depending on the badges you have; basically you skip one of the ranks each time.

This is correct ... you continue to rank up with points, but there are a couple of levels where you can have a slightly higher rank if you have the combat badges.MrAnderson wrote:
